Masood Azhar has been kept hidden by the ISI in Bahawalpur.

TRF was constructed by Hafiz Saeed
Meanwhile, the onus of the Pahalgam attack has been claimed by the banned terror group The Resistance Front (TRF). The group is said to be an ally of Pakistan-based Lashkar-e-Taiba (LeT) headed by Pakistani terrorist Hafiz Saeed. TRF came into existence in 2019 as a front for the LeT, which was responsible for the 2008 Mumbai terror attacks. It is said to be a means of Pakistan's intelligence agency ISI to commit terrorist attacks in Kashmir. The group has been engaged in weapons and drugs smuggling into the valley along with recruiting youth over online networks. The ISI is cultivating this organization through Hafiz Saeed.
Who is Masood Azhar?
Jaish-e-Mohammed (JeM) founder Masood Azhar has been sanctioned as a terrorist by the United Nations. He was the mastermind of the 26/11 Mumbai attack in 2008 and targeted the Indian Parliament in 2001. He is also the mastermind behind the Pathankot attack in 2016 and the Pulwama attack in 2019. It has murdered a lot of innocents with its terrorism. That is why he is on top of India's most wanted terrorists. It was released in December 1999 by Indian officials under an agreement to save passengers of hijacked Indian Airlines Flight 814 (IC814).
